Yea, I like this as a way for allowing everyone to get their say in on a subject. I think only council votes should count, but it is a good way to know what everyone is thinking and it can affect the way council votes when they can see the views of others.

That we use the wiki forum as the mechanism to vote for all motions.
All premium users have a right to vote.
Discussion and modification of the proposal can occur before the vote is called.
Premium users are notified of the motion by catan message.
24 (48?) hours are given for review and discussion. Can be shortened under special circumstances.
24 (48?) hours are then given for voting. The mayor changes the title of the motion to VOTING:
Can put the close date and result in the summary
